How and with whom can efficient municipal heat planning be achieved?

While the technical requirements for reducing emissions in the heating supply are manageable compared to other sectors, the large number and variety of actors involved is an immense challenge. The appropriate technical measures have to be implemented in almost every single building. In order to proceed as (cost-)efficiently as possible, intelligent and foresighted spatial planning, as well as an early involvement of the actors in the process, is a critical success factor.

Specifically, we consider the following questions:

  • How to develop the optimal heat concept for a region?
  • What role do municipal heat plans play?
  • Which actors are particularly relevant for the heat transition?
  • How should the various actors be involved in the process?
